Climate Change Current Activities - MRV and Compliance

Ensuring compliance with international obligations is vital to building a durable and effective framework for addressing climate change. 

CIEL’s work on compliance dates back to negotiations for the Kyoto Protocol compliance regime, and we continue to be a leading thinker on compliance issues.  We advocate for more effective compliance strategies, convene experts in the field to help develop such strategies, and support our partners and networks in their efforts to build a stronger compliance regime.

About Measurement, Reporting, and Verification (MRV)

In the current negotiations, measurement, reporting, and verification (MRV), a stepping stone to compliance, has become a deeply debated issue.  Indeed, it is the foundation on which effective compliance processes can be built.  Thus, our work, in addition to main compliance issues, extends to MRV issues as well. 

As negotiations progress, our work on MRV and compliance will focus on three main areas:

1. Strengthening the existing compliance regime and designing comparable processes for non-Kyoto Annex I Parties
2. Building an appropriate framework for MRV of action not covered by the Kyoto Protocol
3. Promoting coherence between the climate regime and other international regimes in the compliance context.
