CIEL publishes Practical Approaches to Integrating Human Rights and Climate Change Law and Policy
February 2009
CIEL prepared an analytical report to design a practical way forward to integrate human rights and climate change law and policy, as well as a brief summary: A Practical Way Forward. An earlier version of the report benefitted from research and drafting by the Harvard Law School international human rights clinic. The final report reflects comments by experts who participated in a workshop organized by CIEL in Geneva, as well as other commentators. (a full list of participants and credits is included in the annex of CIEL's report).
design an overall framework for protecting human rights with respect to both the impacts of climate change and measures taken to mitigate and adapt to it, focusing initially on utilizing and developing the international human rights and climate change regimes;
identify and promote specific actions that can be taken within that framework;
provide an elegant and eminently achievable approach to the CC&HRs relationship for the COP 15 negotiators and agreed outcome; and
build relationships among critical individuals and institutions so that they that can be more effective in this arena.
Next steps in this area include, inter alia, working to get these steps adopted and implemented, including at the upcoming Human Rights Council consideration of human rights and climate change. To the effect, CIEL will be organizing a side-event on March 9th (more information to be announced).
