As the World Trade Organization nears a decision at its Cancun ministerial about whether to launch negotiations on investment liberalization, controversial questions about investment agreements and the relationship between investment and sustainable development have emerged. Similar issues are the subject of intense debate in the Free Trade Area of the Americas and other negotiations (such as the Central American and Southern Africa free trade agreements).
