Layla Hughes, Senior Attorney

Layla Hughes is a Senior Attorney for CIEL’s Environmental Health Program. Her practice focuses on achieving a toxics-free future by advocating for a precautionary approach and working with a broad coalition to shape international policy frameworks and agreements, domestic laws, and private practices.

Prior to joining CIEL, Layla worked as a consultant on international and domestic issues including marine and terrestrial protected areas, air and water pollution, shipping, ocean noise, fossil fuels and climate change, and endangered species. Before becoming a consultant, she worked for WWF, Earthjustice, and Conservation International. She also worked as an Assistant Borough Attorney for the North Slope Borough, high above the Arctic Circle in the northern-most municipality in Alaska.

Layla has extensive experience working with Indigenous peoples and has helped groups in Africa, the Arctic, and Latin America protect their rights to food, land, culture, and self-determination.

Layla started her legal career gaining experience in international trade as a clerk for the Court of International Trade and as an associate in the international trade practice of a large law firm.

Layla graduated from American University with degrees in International Relations and Environmental Studies. She received her JD from Georgetown University Law Center, where she was the Executive Editor of the Georgetown International Environmental Law Review.
