ADVISORY: Observers and Delegates at INC-2 Negotiations Outline what is Needed to Advance a High-Ambition Plastics Treaty

Paris, FR — At the start of the second intergovernmental negotiating committee (INC-2) to advance an internationally legally binding agreement on plastics pollution, delegates and observers are coming together to brief the media on what is needed to advance a treaty with high ambition. 

The work of INC-2 will focus on the decisions necessary to begin drafting the treaty text. Key issues to be voted on include the Rules of Procedure (rules that govern how the Committee will operate), the composition of the Bureau, and the sites of future negotiations. Much of the negotiations will center around the Secretariat-produced ‘options paper’, an outline of potential elements for the future treaty, with an aim toward passing a mandate to develop a zero draft of the treaty text ahead of INC-3.

The press conference will feature a variety of speakers providing perspectives from international environmental law, frontline communities, Indigenous Peoples, scientists, and Member States. Interviews with other rightsholders and community members can be arranged following the conference.
